AN ACT relating to public health and safety; authorizing the use of autologous or direct blood donations as specified; authorizing reasonable fees for blood donations; providing definitions; requiring rulemaking; and providing for effective dates.

Notes

HB135 is an important medical freedom bill that gives certain legal protection for individuals that want donate and store their own blood for personal use during a future medical procedure.  The bill also provides protection for individuals that want to donate and store their blood specifically for the use of another person during a future medical procedure.  An example would be if a parent wants to donate blood specifically for an upcoming surgery their child is having. 

It also requires hospitals or other health care facilities to allow patients the option of donating and using their own blood or using a blood donation made by someone else specifically for them for a medical procedure the facility will be performing if the facility performs blood donations.
