Bill Description
AN ACT relating to elections; requiring a qualified elector to be a bona fide resident of the state of Wyoming for not less than thirty (30) days before the date of the election in which they offer to vote; requiring documentation proving residence to register to vote; prohibiting registration based on documentation showing noncitizen status; making conforming amendments; requiring rulemaking; and providing for effective dates.

The electoral system cannot inspire public confidence if no safeguards exist to deter or detect fraud or to confirm the identity of voters. Wyoming lawmakers must ensure that all eligible Wyomingites are able to vote and that their votes are not stolen or diluted by fraud or administrative errors.
HB156 is a common sense bill that helps ensure Wyoming maintains the highest degree of integrity in all election by modifying the state's definition of a "qualified elector" to include that that person has been a bona fide resident of Wyoming for not less than thirty (30) days before the date of the election at which he offers to vote as well as requirements for proof of residence.
It furthermore prevents the county clerk from registering a person to vote if the person's
presented identification or proof of residence contains any indication
that the person is not a citizen of the United States unless the person
also presents proof of citizenship as specified by rule of the secretary
of state.
