AN ACT relating to state lands; declaring the High Plains Research Station and Arboretum as a state historic site; requiring the department of state parks and cultural resources to manage the High Plains Research Station and Arboretum state historic site; requiring the development of a strategic master plan for preservation and operation of the High Plains Research Station and Arboretum state historic site; authorizing fees as specified; authorizing expenditure of appropriated funds; requiring a report; and providing for an effective date.

HB229 is a classic Wyoming pork barrel project brought to you
by Representative Nicholas from House District 07 in Cheyenne. In this
bill, Nicholas is trying to get the old High Plains Research Station
and Arboretum near his district designated as a historic site along with
an initial $3,338,756 in state funds for this project.
But the
bill also makes the state responsible for ongoing preservation,
development, operations, personnel and maintenance. So the long term
ongoing costs could greatly surpass the initial $3,338,756.
With
property tax increases out of control in our state, this type of
wasteful, unnecessary pork barrel spending by lawmakers is very
disrespectful to Wyoming taxpayers.
